A letter from the Mayor

Dear fellow Calgarians:


Naheed Nenshi, Mayor of Calgary

On the occasion of the Chinese New Year, I would like to wish you good health, good fortune and may all your wishes come true.

Thanks for your support. I have had an exciting and unforgettable 2010.  I will work hard to serve Calgarians so that we can all enjoy our lives in Calgary. The City Council and I are committed to keep our momentum in meeting the challenges in 2011 with dedication and cooperation.  We have invited and received increased input from Calgarians through our expanded channels of communication – City website, Face book, Twitter and 311 telephone services. Over the past months, we have become more aware of the concerns of Calgarians.  One of the most urgent issues of great concern is the construction of the Airport Trail Underpass.  Part of Barlow Trail North will be closed permanently in April this year for the construction of a new runway for the Calgary International Airport.  We have to make a final and timely decision with respect to the construction of the Airport Underpass.  In keeping with our increased transparency of operation, we want to clarify some misinformation with the following facts:

  1. The closure of part of the Barlow Trail North is permanent.  There will be a new runway constructed on this closed portion of the Barlow Trail North.  Access routes to the Calgary International Airport will be changed.
  2. We need the Airport Underpass.  This infrastructure has been part of the Calgary’s transportation plan since 1995, if not earlier.  Some Calgarians were concerned about its cost – in fact, it is no different from other infrastructures we build every year.  It will cost, for example, a fraction of what was spent on the Pine Creek water treatment plant.  It will cost about what the Glenmore and Elbow interchange would cost if we were to build it today.
  3. Construction of the Underpass is not just for the access to the Calgary International Airport.  It is about the linking of Calgary East and West.  Without the Underpass, there will be no access to east Calgary for a distance of 8 kilometres, roughly the same distance between the City Hall and Heritage Drive.
  4. The far northeast is one of Calgary's few remaining identified growth corridors. Thousands of new residents and businesses are slated to be added to this part of the city in the upcoming years, and they will need road and transit infrastructure. Far from enabling an unsustainable sprawl, getting the right road infrastructure in place before we build communities helps us serve them more effectively by transit, and helps us build more complete communities, where people can live, work, play, shop and go to school in closer proximity.  They will also have easy access to other parts of Calgary.
  5. While we have planned additional roads such as Stoney Trail East and Metis Trail, these two roads cannot significantly increase the access between East and West.  More work remained to be planned and completed before they can facilitate access between East and West.
  6. If we fail to take immediate action to build the Underpass before the runway is constructed, we may lose the window of opportunity to do so.  After the completion of the runway, we may never have the chance to construct the Underpass because it will become too costly to build under a live airport runway and it may be technically impossible to dig and build under a live airport runway because it may compromise the integrity of the surface structures.
  7. The Construction of the Airport Underpass will facilitate automobile traffic as well as future LRT to the Airport terminal.  The Underpass will serve express buses and will be designed to accommodate a LRT link when we are ready for one.

In fact, Calgarians have spoken – 99 per cent of those voted have elected a mayoral candidate who favoured the Airport Trail Underpass.  We have asked for a true costing of the project so that we can make the best decision based on the best facts.  I will urge my council members to support this investment for the future.  It is the right decision for the 20 million travellers who will use the Calgary International Airport every year and for the 15,000 people who work there.  More importantly, it is the right decision for all Calgarians.
